Guía práctica para los inversores que quieran beneficiarse del Plan Juncker de Inversión

El próximo miércoles, 17 de febrero, organizamos en Twitter una sesión de preguntas y respuestas para resolver dudas sobre cómo los inversores pueden beneficiarse del Plan Juncker. Te animamos a plantear tus preguntas usando el hashtag #InvestEU o #PlanJuncker.  Hemos preparado una guía práctica que te ayudará a saber si tu idea o proyecto -seas una Pyme o una gran empresa- puede convertirse en realidad gracias al plan de inversiones de la UE. 

El Plan de Inversiones para la Unión Europea (Plan Juncker) se centra en eliminar obstáculos a la inversión, ofrecer visibilidad y asistencia técnica a proyectos de inversión y en hacer un uso más inteligente de los nuevos y ya existentes recursos financieros. Desde su lanzamiento en noviembre de 2014 hasta febrero de 2016, el Banco Europeo de Inversiones ha financiado a través del Fondo Europeo de Inversiones Estratégicas (EFSI) 45 grandes proyectos de infraestructuras e innovación y ha firmado acuerdos de financiación con más de un centenar de Pymes. This report highlights how the unique characteristics of European cities can support the EU priorities of jobs & growth, migration and climate action. Cities boost innovation, embrace people from different backgrounds and reduce our impact on the planet. Cities that operate at the metropolitan scale and have sufficient autonomy and resources can better exploit these urban advantages.

As cities have important investment needs, EU Cohesion Policy will provide more than EUR 100 billion for projects on innovation in SMEs, social integration, low-carbon mobility and energy efficiency in the period 2014-2020. To help cities learn from each other, the report compares the performance of cities and provides examples of policies that have worked.

This report was prepared to support the Urban Agenda for the EU and the new global Urban Agenda adopted. It was jointly produced by the Directorate-General for Regional and Urban Policy of the European Commission and UN-Habitat. [más]

The implementation of the provisions in relation to the ex ante conditionalities during the programming phase of the European Structural and Investment (ESI) Funds

The study reviews the implementation of the ex-ante conditionalities that were introduced in the Regulations of the 2014-2020 European Structural and Investment Funds and were assessed through the Partnership Agreements and Operational Programmes developed to deliver those funds. The research findings highlight the value of ex-ante conditionalities, in encouraging the fulfilment of EU regulatory requirements faster than might have been the case in their absence and reinforcing effectiveness through associated strategies in the policy areas supported by ESI Funds. The process has also allowed the Commission to engage in a dialogue with Member States, resulting in an improved understanding of the situation in the Member States. However, in some of the ‘older’ EU-15 Member States, the added value was perceived to be limited and the process of assuring the conditionalities attracted some criticism for being disproportionate to the benefits. Timing, costs and the extent of actions required to fulfil some of the conditionalities have generally exceeded the original estimates or required more resources than was envisaged, by both the Commission and Member States.
